Is KDE or GNOME installed on the Debian servers so I can remote in that way?

Nope, hardly anything is installed on the debian servers by default.
I bought a debian starter server last month for some testing and I found that it has much less preinstalled apps than redhats do.
You can install XFree86 and Gnome/KDE if you want using the install paclage feature in webmin (a little easier than the command line)

KDE and Gnome are not the most effective methods to "remote in" to a Linux server .. there are several other threads on these forums discussing the complicated task of installing X11 on a remote system. You are better off using an SSH client to admin your server, or whatever control panel you may have installed. If you still feel the need to waste disk space, time, and bandwidth, you can just use apt-get to install Gnome, KDE, or any other GUI you can think of.

Gnome scares me (but that's another thread, another day ;)). SSH is much simpler and faster. Just out of curiosity, why do you need (or want) a GUI to admin your server? :)
