I need to have a mail server that can have many domain names and inside of those domain names I would have at least 20 or so e-mail addresses what e-mail server would you suggest?

Yup Exchange will work also but if you need just a basic email server mail enabled has a free version

Welll the problem resides where I need it be able to work with several mail components: CDONTS, CDOSYS, ASPEmail, ASPMail, ASPQMail, Jmail, Simplemail, ABMail or the Default.Net Mail class.

I believe that all those components should work with any SMTP server, which essentially means they should work with any mail server. IIS has an SMTP server, so you technically don't even have to install anything else to make those components work.

As for a mail server that can handle your other requirements:

Exchange: Exchange works for this, but, seeing as how you'll need both a Windows CAL and an Exchange CAL for every user who has an account, this gets pricey.

Mail Enable: The version that comes with your windows install should work fine to support multiple domains and multiple users. Free version doesn't offer IMAP or WebMail.

hMailServer (http://www.hmailserver.com): This is the mail server I use. It is free and has more features than the free version of Mail Enable.

Comparing hMailServer to mailenable professional or webmail dose it stand up?

On the whole, it holds up fairly nicely against professional and even many of the features of enterprise.

If you are willing to install some additional third party options (SquirrelMail for web mail, ASSP for spam filtering, etc), your hMail server can be pretty powerful.

There definitely are some feature differences though.

If there are any particular features you are concerned with, ask and I will let you know if hMail supports them.

Well... I am going ahead and purchasing the professional and later the enterprise for mailenable because if there support is probbly leaps and bounds better than hMailSErver is and enabling new features is going to be harder than mailenable would be.
