Noob here.


Is it Possible to block a range of IP's with IPSEC and how would I do it?

IPsec does not mean what you think it means: http://en.wikipedia.org/wiki/IPsec

What I think you are asking is whether you can block a range of IPs with the "TCP/IP filtering" option, which no you cannot.

Actually, it does :) -- Sort of.

The Windows implementation not only allows you to define IPSec tunnels/encryption/etc, but it will let you completely refuse traffic based on a set of criteria too.

Yeah, I was going to mention this as well, but my internet connection died earlier this morning right after I read this thread. I used this trick to block out people who would attack my Kaillera server. :)
