How can I configure a Windows machine as a secondary mail server?

i.e. it relays (stores and forwards) all incoming mail to the primary.

The machine has 2 SMTP servers installed, MailEnable and IIS, but can't see how to configure the relay for either.

You sometimes see domains configured with multiple mx records - one higher priority and the other(s) lower priority. The lower priority servers simply forward to the primary unless it is unavailable, in which case they store the mail until they can establish a connection. That's what I'm trying to do.

Your trying to create a backup mail server basically.

SmarterMail has this built into it and you can even use the free downloadable one for this. Pretty easy to setup.

I don't know if Mailenable or the built in SMTP has this feature.

I have 2 SMTP servers installed and I'd rather not install a 3rd if possible. Microsoft surely must have built this into IIS. No 'how-to's float to the top of Google though.

The answer for MailEnable is the SmartHost feature.
