Does cPanel come on the Debian servers? If not, why?
Also, is webmin pretty much the same as cPanel? I see that offered.

We do not offer cPanel on Debian (yet) because there is no stable release available. Once cPanel on Debian goes stable, we will probably try it out.
Webmin and cPanel operate on two completely different levels. Webmin is more of an interface for system administration, while cPanel is an interface geared towards reseller hosting. You won't be able to delegate controls or set up hosting packages using Webmin, and all configuration (http, dns, email, etc.) would be mostly manual.

I got bored today and installed cPanel on a Debian server. It looks like the installer needs a little work .. it is still looking for scripts and services which only exist on RedHat servers. I haven't had a chance to play with the interface yet. I'm sure that by time cPanel for Debian goes stable, it will be just as rock solid as Debian and the cPanel releases for other Linux distributions.

You can go a long way with Webmin to get cPanel-like functionality.
All you need is Usermin and Virtualmin (both from http://www.webmin.com/).
