Blocking One IP Address?

I have Windows Server 2003. I'm running Apache HTTP and Tomcat. I have discovered tonight that there is one IP address attacking one of my hosted domains. I'm getting continuous rapid-fire hits from this one IP address to one domain, and it's taken the entire server to its knees. I finally had to take the web site offline.

Is there some sort of firewall on Windows Server that I can configure to block this IP address? Or is there some external firewall I need to install? Or is there simply a way in Apache to block a single IP address?
